Why are Program Procedures Important?
Policies and procedures are essential to operating educational programs that are both efficient and effective. While compliance is necessary and has its benefits (i.e., keeps order, permits continued funding), it is not sufficient to inspire commitment to the overall success of the program. To achieve program, district and school goals for student learning, educators must do more than just ‘go through the motions’ – they must be committed to getting results. This commitment comes from being able to see the connections between what they are doing (complying with program requirements) and why they are doing it (achieving the intended goals for student learning). Program leaders who have a foundational understanding of program and fiscal goals and requirements are better equipped to connect actions to outcomes and build shared accountability for student learning.
Why Attend?
In this interactive workshop, participants will study state and federal requirements that guide both program and fiscal operations, with a focus on the changes that occurred under the Every Student Succeeds Act and the Uniform Guidance. Participants will explore how the alignment of program and fiscal procedures can maximize program efficiency and effectiveness. Using the Michigan Department of Education's On-Site Review District Study Guide and other state and federal resources, participants will team up to identify which program procedures are required, what effective procedures look like, and ways to engage stakeholders in the process of developing procedures to move their districts beyond a compliance mindset to commitment. Participants/teams will assess the program procedures currently in place in their districts and develop a plan to address gaps in preparation for their next On-Site Review.
Sample templates and procedures manuals will be shared (via Google folder) for use as starting points or guides for developing or revising program procedures.
