The Congregational churches were turning away people to the churches for people who were not fully devoted or participated in the churches. This was limiting the number of church members and even lowering the numbers. The people were slowly drifting away from their religious purposes. Thus created a partial membership for children and grandchildren of church members so they could be baptized if they accepted and followed the creed for the covenant. For adults being baptized but have had no conversion experience were not considered as true members to the church. By creating this place of partial membership of the church allowed more people to join and it brought back some religious purposes in the English colonists
