UPDATED DECEMBER BOARD MEETING SCHEDULE
There will be two regular board meetings in December. The meetings will be held on December 10 and December 17. Both meetings will begin at 6:00 p.m. The December 17 meeting will serve as the Board's Annual Organizational meeting where they will determine the Board President, Clerk, the 2020 meeting schedule, and other items.
The Board recognized Vail Elementary School Construction Project Superintendent from Neff Construction, Mike Fekete. Mr. Fekete was recognized for his efforts and oversight in ensuring the project was completed to the point that the school could safely open in August. There are still ongoing projects being completed. The renovated school is beautiful, filled with new technology and 21st-century learning spaces, and enhanced functionality.

It comes from striving, maintaining the highest standards, paying attention to the smallest detail, and going the extra mile. Excellence means caring - it's making a special effort to do more. Celebrating Excellence is an important part of the Board of Education's recognition of the contributions made by the employees of TVUSD.
In October, the District opened the application period for nominations. Nominations were received from parents, students, and colleagues. Over 320 submissions were received. Every TVUSD employee who received a nomination received a congratulatory letter with the nomination information about them.
The employee recognition committee reviewed all nominations in accordance with the program criteria and selected 24 employees to be recognized at the board meeting.

The Board approved all items listed on the Consent Calendar. The Consent Calendar typically consists of contracts and routine items that do not require discussion and is approved in one motion as a group.
INFORMATION AND REPORTS
Diana Damon-White, Director of Curriculum, Instruction, and Assessment, provided an update on Federal Programs, including Title I, Title II, Title III, and Title IV. TVUSD has nine Title I schools (LES, NVES, PVES, RHES, RES, TES, VES, DMS, MMS).
Diana Damon-White, Director of Curriculum, Instruction, and Assessment, provided the Governing Board with highlights from the results of the administration of the CAASPP (California Assessment of Student Performance and Progress) in 2018-19. The CAASPP system includes assessments in English Language (ELA), math, and science.
Below are two snapshot overviews of ELA and math results. TVUSD continues to be the top-performing academic school district in Riverside County.
Lori Ordway-Peck provided a summary of the District’s Cash and Investments Treasury Report for the period ending September 30, 2019. The Investment Report indicates the investments by type: Riverside County Treasurer’s Pool, Money Market Funds, Government Agency Securities, Bank Accounts, and Certificates of Deposits.
The Board reviewed the following Board Policies.
New - BP 0415 - Equity - Pursuant to Education Code 201, California schools have an affirmative obligation to combat racism, sexism, and other forms of bias, and have a responsibility to provide equal educational opportunity to all students.
Revision - BP 2210 - Administration Discretion regarding Board Policy - The policy clarifies the Superintendent's accountability for all areas of operation under his/her authority and provides that the Superintendent or designee will notify the board, as appropriate, of his/her actions exercised pursuant to this policy.
Revision - BP 5117 - Interdistrict Attendance - Board Policy (BP) 5117 – Interdistrict Attendance was last updated by the District on January 16, 2018. GAMUT has since released an update, which has been incorporated into this information item.
The policies will be brought back to the Board at a future meeting for approval.
The Board took action on the following items.
- Selection of annual organization meeting date - scheduled for December 17, 2019.
- California School Boards Association (CSBA) delegate assembly nomination. Dr. Rutz-Robbins currently serves on the assembly. The Board did not take any further action.
- Legislative Action Day - March 17, 2020 - The Board selected Julie Farnbach to attend and represent TVUSD.
- The Board approved the Temecula Valley Educators Association and Temecula Valley Unified School District memorandum of understanding (MOU) retiree medical bridge 10/9/2019.
- The Board approved the Temecula Valley Educators Association and Temecula Valley Unified School District memorandum of understanding (MOU) intern support provider stipend 11/7/2019.
- The Board approved the California Environmental Quality Act (CEQA) negative declaration determination on the new K-8 Steam Academy.
- The Board approved the school plan for student achievement (SPSA) for 2019-20 for Temecula Elementary School.
- The Board approved the new textbook adoption for IB Spanish B.
- The Board approved the new books for adoption for IB English standard level.
- The Board approved revisions to Board policy 3290 - gifts, grants, and bequests.
