Benton-Carroll-Salem State of the School District, 2019
In 2019, the state of the Benton-Carroll-Salem School District is strong, but at a crossroads. The journey this school district has been on has been one of superior academic performance while operating in a fiscally conservative manner respecting the hardworking taxpayers of our district. This is evidenced, for example, by the fact that the amount of salaries paid did not increase over a 6 year period of time! Our students are thriving in the classroom and in the opportunities they find beyond the classroom--from the wrestling mat to the concert stage. Our school buildings remain centers of our community social life filled with activities for all ages, day and night. Always reaching to improve, the staff of Benton-Carroll-Salem are persistently looking to innovate, improve, and to provide our students with the best possible opportunities preparing them for the challenges of higher education, training, the workforce, and life in a democratic society. The bottom line is that our community has come to expect excellence from Benton-Carroll-Salem Schools as we have come to expect the same of ourselves.
The reality of dollars and cents has put us at a crossroads. With the stroke of a pen at the Ohio Department of Taxation--one event put us here at this cross roads: The de-valuation of the Davis-Besse Nuclear Power Station. Our property tax collections year to date are down $2,134,039.00, a loss of 37.13%. If that wasn't enough, a key payment (PUTPP) from the state is being phased out at the rate of about $300,000 per year. These are the type of financial hits that you cannot cut your way out of without decimating the school district. Indeed, it is not an exaggeration when state level school funding experts called the losses B-C-S is experiencing "unprecedented" in the history of school funding in Ohio.
Now, our community has some questions to answer about the direction of our school district. I will be the first to say that spending of dollars does not equal a great education,but a certain amount of funds are necessary to provide the educational opportunities that our students have available to them today. That amount--what is necessary--is what B-C-S is asking for at the polls on May 7th in the form of a 1% earned income tax.
So, do our young people deserve the educational opportunities that they have today—or do they deserve much less? These are the stakes. Someone funded the education of the adults in our community today weather it was in the Benton-Carroll-Salem Schools or somewhere else. What, now, is our ethical and moral obligation to the current and future generations of youth regarding their education?
School district's are also a key ingredient in economic development of our area for both retaining and attracting good wage jobs to our community. Will our district be viewed as an asset when people look into remaining in or moving to our area, or will it be viewed as a liability? School districts are a key ingredient in keeping property values stable. Will B-C-S be an asset toward this, or a liability?
See attached for some interesting comparative data for you to consider as you make the important decisions that lie ahead. The data compares B-C-S with many of our neighboring school districts on a host of different measures from amount spent per pupil to property tax rates. Credit goes to Mr. Arlyn Bensch, a member of the B-C-S Finance Committee, for compiling this information.
Yet, this data does not tell the whole story. Day in and day out our students and staff are persevering and working hard despite the anxiety and financial uncertainty that hangs over B-C-S. The passion and energy that you find flowing through our schools are truly a point of pride!
In closing, I ask: How will we be remembered in 2019 when our school district was at a crossroads? What will be the legacy left to our young people?

GOV. DEWINE'S REP. VISITS B-C-S
On Thursday, February 7th, the Benton-Carroll-Salem School District was visited by Ms. Christa Luttmann, the Northwest Regional Liaison for Ohio Governor Mike DeWine. Ms. Luttmann visited because she wants to get to know the people and issues in our area so that she can report back to Governor DeWine. During her visit, Luttmann visited with the Agricultural Education program and spoke to Ag students about their future career plans. She visited the Marketing Program and talked extensively with instructor, Mrs. Nadine Scott and student Bailey Blunt, about opportunities in the program and a host of other issues including the opioid crisis in the county. Luttmann also spoke with Mr. Nick Lance's government class about the nature of her work with Governor DeWine and the past elected officials she worked for. To conclude her visit, Ms. Luttmann visited with Superintendent Guy Parmigian to talk about a host of issues. These issues included the de-valuation of Davis-Besse by the Ohio Department of Taxation, the efforts underway to keep Davis-Besse operating, and the work of the Ottawa County Business Advisory Council, which is working to develop workforce development solutions and to provide opportunities to local students.

COMMUNITY SCREENING OFFERED
Sunday Fun Open Swims at Oak Harbor High School
B-C-S Schools is pleased to announce new times for Sunday Fun Open Swims at the Oak Harbor High School Pool for all B-C-S students, families, and community members starting on January 13, 2019. Racquetball courts will also be open to adults during these times. The pool and racquetball courts will be open on the following Sundays from 2:00 until 4:00 PM: February 17, 24; March 3, March 10, March 17.
Pool admission cost to be paid at the door for B-C-S students is only $1, and B-C-S adults will be $2. Racquetball courts will be open to B-C-S adults only for an additional charge of $2 (limit 4 per court). A lifeguard and site director will be on site to ensure safety. Please note that these Sunday Fun times will be cancelled if Ottawa County is on a Level Two or Level Three Snow Emergency as announced by the Ottawa County Sheriff.

Oak Harbor High School Thespians to perform FOOTLOOSE!
Oak Harbor High School Thespians have dusted off their dance shoes and are getting ready to CUT LOOSE with this year's musical, FOOTLOOSE! Our talented cast will perform 80's hits that include "Almost Paradise", "Let's Hear it for the Boy" and the title track, "Footloose". Come show your love and support for our talented crew! This week B-C-S is featuring, OHMS Middle School Band Director and also the Assistant Band Director for the OHHS Band, Jonathan Head!
1. Please state your name and your title with B-C-S Local School District. How many years have you worked for B-C-S?
- My name is Jonathan Head and I'm the middle school band director at BCS. I'm also the assistant director for the high school band. This is my fifth year with the BCS school district.
2. How do you help students express themselves through music?
- My goal in helping students learn how to express themselves through music is to give them creative control whenever I can. I try to ask instead of tell and let the class make musical decisions together. Training a young musician's ear to hear what sounds good and what doesn't is key to creating a successful and musically expressive environment. At the high school level, my Music Performance class is almost entirely hands-off for me, as I watch the students put together music from scratch and make all decisions. It's very rewarding to watch them create something from nothing and really connect to the music.
3. Please share some of the music groups that you lead.
- I am responsible for the 6th grade beginning band, 7th-grade band, and help at the high school. I also teach the aforementioned Music Performance class. This is a small, audition-only class in which students are put in small groups and play modern music, usually with your typical rock band instrumentation (guitar, bass, drums, etc.). It's a very fun and unique class that also caters to those students who have musical talent but don't particularly enjoy band or choir.
4. Please share some of the exciting events that the band department has planned in the next couple of months.
- We have a few performances coming up soon. Our high school band and choir perform a concert on February 28th, which is a preview concert for the OMEA Large Group Adjudicated Event, which is March 15th and 16th (specific date/time TBA). Additionally, our spring musical is Footloose, and runs on March 8th, 9th, and 10th. I direct the vocals and pit orchestra for that, which should be a very fun show!
5. Please share what you enjoy doing outside of school?
- Outside of school, I enjoy spending time with my wife and friends. I'm a big fan of movies, video games, and playing tennis and basketball. I also play drums in a band called Miss Kitty and the Litter with fellow BCS teacher Rob Zajac. You can find us all around the Port Clinton/Catawba area for most of the summer months!
Coffee Connections Announced for 2019
District citizens are invited to join B-C-S Superintendent Guy Parmigian and Treasurer Cajon Keeton to attend a district coffee. Coffees provide an informal opportunity to introduce yourself, chat, ask questions, and learn more about the B-C-S school system and where we are heading. All district citizens are invited to attend. There are no reservations needed, and there is no cost to attend.

Oak Harbor Athletic Booster's Reverse Raffle

RC Waters Elementary Kindergarten Registration and Screening Information!
Benton-Carroll-Salem School District will hold a Kindergarten Information and Registration Night for parents of incoming kindergarten students on Thursday, March 7 at 6 pm. During this meeting, parents will receive enrollment paperwork, information about kindergarten, tour the building, and will sign up for a screening appointment. Kindergarten Screening appointments will be on Monday, April 15 from 8:15 am - 7:30 pm and Thursday, April 18 from 8:15 am - 3:00 pm at R.C. Waters Elementary. In order to be eligible for kindergarten, a child must be 5 years old by Sept. 30. All kindergarten students should be screened and registered to begin the school year.
100th Day of School Celebration!
The students and staff celebrated the 100th day of school this last Thursday. They had fun dressing as if they were 100 years old and enjoyed activities focused around 100.

This week at RC Waters
Dr. Kegerize from Genoa Family Eyecare came to speak to the kindergarten students about caring for their eyes. Each student received an eye screening and a pair of sunglasses!
First-grade classes had Learn-With-Me days this week. Students interviewed their loved ones then used Chromebooks to write a biography about their guest.
The students were excited about library-in-the-dark this week. They were able to use flashlights to search for and read their library books, and they each got a turn to read in the igloo.

The Future Rocket Men learn to sew on a button. Mrs. Carrol(mother of Middle School asst principal, Ms. Carrol) generously bought each boy a sewing kit and enlightened them with the knowledge needed to sew on a button.

Seniors: Terra is offering a Workforce Demand Scholarship this year. Class of 2019 graduates who major in specific program areas will be able to attend Terra tuition free for up to an associate's degree. The application is on Terra's website and the deadline is April 15th.

Valentine's Day Fun!
The BCS Preschool classroom has been busy learning letters and numbers, exploring ice and snow, preparing to begin our buildings unit of the Creative Curriculum, and making lots of heart projects for Valentines Day. We are ready to start our 2nd round of the Early Learning Assessment and finish out the year! Spring is right around the corner!

- The wrestling team defeated Clyde 39-30 and lost to State Bound Perkins 48-25. Going 2-0 for the grapplers were Michael Judge, Cade Petersen, Matthew Dewitz, Tad Jensen, Gabe Vasquez, and Nathan Mansor.
- The Rocket wrestling team defeated Clearview 78-0 and Northwood 60-10 before falling short vs Eastwood 37-28. Going undefeated in the State Duals were Michael Judge, Tyler Davis, Tad Jensen, Ben Sage, Nate Mansor, and Jacob Sage.
- Congratulations to the wrestlers participating in the Tiffin Varsity Tournament over the weekend. Placing for the Rockets were Noah Dewitz 2nd, Jack Zeitzheim 2nd, and Gabe Vasquez 3rd.
Mandatory Spring Parent Meeting scheduled for February 25th!
The Oak Harbor Spring OHSAA mandatory parent meeting will be held for all spring sports athlete parents on February 25th starting at 6:00 in the HS Cafeteria. Followed by the coaches portion at 6:30. Spread the word!

The B-C-S Alum Highlight will be featured in the Sampler and in other media throughout our area. We know that Rocket Pride is strong, and so are the accomplishments and contributions of B-C-S alumni.

The school district was founded on July 1, 1967 due to the consolidation of the Benton Township School District, the Carroll Township School District, and the Salem-Oak Harbor School District.Benton-Carroll-Salem Local School District, home of the Oak Harbor Rockets, serves 1700 students on three campuses: R.C. Waters Elementary School (Grades K--3), Oak Harbor Middle School (Grades 4--7), and Oak Harbor High School (Grades 8--12). The district is committed to serving the needs of all students to prepare them for the challenges of citizenship, the workforce, and life long learning.
