February is Black History Month
Black History Month is an annual celebration of achievements by African Americans and a time for recognizing their central role in U.S. history. Also known as African American History Month, the event grew out of “Negro History Week,” the brainchild of noted historian Carter G. Woodson and other prominent African Americans. Since 1976, every U.S. president has officially designated the month of February as Black History Month. Other countries around the world, including Canada and the United Kingdom, also devote a month to celebrating Black history.
The story of Black History Month begins in 1915, half a century after the Thirteenth Amendment abolished slavery in the United States. That September, the Harvard-trained historian Carter G. Woodson and the prominent minister Jesse E. Moorland founded the Association for the Study of Negro Life and History (ASNLH), an organization dedicated to researching and promoting achievements by Black Americans and other peoples of African descent.
Known today as the Association for the Study of African American Life and History (ASALH), the group sponsored a national Negro History week in 1926, choosing the second week of February to coincide with the birthdays of Abraham Lincoln and Frederick Douglass. The event inspired schools and communities nationwide to organize local celebrations, establish history clubs and host performances and lectures.
In the decades that followed, mayors of cities across the country began issuing yearly proclamations recognizing Negro History Week. By the late 1960s, thanks in part to the civil rights movement and a growing awareness of Black identity, Negro History Week had evolved into Black History Month on many college campuses.
President Gerald Ford officially recognized Black History Month in 1976, calling upon the public to “seize the opportunity to honor the too-often neglected accomplishments of black Americans in every area of endeavor throughout our history.”
Black History Month 2022 Theme
Since 1976, every American president has designated February as Black History Month and endorsed a specific theme.
The Black History Month 2022 theme, “Black Health and Wellness,” explores "the legacy of not only Black scholars and medical practitioners in Western medicine, but also other ways of knowing (e.g., birthworkers, doulas, midwives, naturopaths, herbalists, etc.) throughout the African Diaspora. The 2022 theme considers activities, rituals and initiatives that Black communities have done to be well."
National School Counseling Week
National School Counseling Week 2022 (#NSCW22) is Feb. 7-11, 2022, to focus public attention on the unique contribution of school counselors within U.S. school systems. National School Counseling Week, sponsored by ASCA, highlights the tremendous impact school counselors can have in helping students achieve school success and plan for a career. National School Counseling Week is always celebrated the first full week in February.
The 2022 theme is School Counseling: Better Together. Check out the lineup of events for the week.
Spanish Schools Workshop
The School Liaison will host a Spanish Schools Workshop to help with annual registration for school year 2022-23.

F.E.E.T. (Friends Exploring Espaῆa Together) Youth Sponsorship
The School Liaison Office and Youth Programs will conduct an Orientation for new students to make sure the teens are informed about the many programs Rota has to offer and to ensure they are given the opportunity to make friends and enjoy their new duty station. They will also meet youth center staff and other key community members. The cost is FREE and lunch is provided.
WHO: Open to all new youth going into grades 6 – 12. Youth must be registered with CYP Youth Programs.
WHEN: Friday, February 18, 2022 from 9:00 a.m. to 1:30 p.m.

Women’s History Month Essay Contest
Choose one out of two writing prompts below and write a short essay to submit to the School Liaison. Each grade has specific requirements: Grades K-2 - 50 words; Grades 3-5 – 100-150 words; Grades 6-12 – 150-200 words.
Choose 1 of the 2 Writing Prompts:
1. Who is your favorite historical female figure? What do you admire about her?
2. When do you think America will have its first female president?
Submit your essay to the School Liaison via email at SLORota@eu.navy.mil by Monday, March 28. First and second place in each age category will win a gift card. Winning essays will be shared in the April SLO newsletter. For more information call the SL at 727-2425.
TRAFFIC SAFETY POSTER CONTEST
Safety Poster Contest for students enrolled at DGF Schools to include students enrolled in the Home School Program. The contest will run from 31 January, 2022 to 21 February, 2022. The following are the rules for the contest:
1) The theme or subject must be Traffic Safety Related. Seatbelt use, Don’t Text and
Drive, Don’t Drink and Drive are examples but ANY Traffic Safety topic is ok.
2) Any type of vehicle i.e. Bicycle, Electric Scooter, Motorcycle, Moped, Car etc. are
applicable and can be used as a subject.
3) Posters shall be on 8.5” x 11” paper and can be pencil, water color, collage, color pens,
digital media etc. as long as it fits on one sheet of 8.5” x 11” paper.
4) The contest groups are as follows: Grades 1-3, 4-6, 7-9 and 10-12 and only one poster
may be entered per child.
5) Each entrant will receive a certificate of participation.
6) There will be one winner chosen from each age group and winners shall be awarded a
$25 NEX Gift Card.
7) Winning posters will be forwarded to CNREURAFCENT Safety for endorsement and
possible forwarding to NAVSAFECEN.
8) Posters can be turned in to Mr. Arnel Valenzuela at DGF Rota Elementary School
(Bldg. 3193) Administrative Officer's Office (Room 48).
9) Posters will be collected at 1500/3:00PM on the 21st of February and judged shortly
after by the NAVSTA Rota TRIAD.
10) All posters will be displayed at the NEX after judging.
11) NAVSTA PAO, upon approval from entrant’s Parent or Guardian, may take photos
or video of winning entrants and their poster for highlight in the Coastline paper.
NOTE: All posters shall have the entrant’s First and Last Name and Grade legibly written on the back side of the poster, NOT on the front. The names will be transcribed onto the entrant’s
certificate of participation so please ensure they are legible. For any questions or clarification

Come enjoy a Carnival themed celebration with your friends. – The event is free but spaces are limited and pre-registration and a permission slip are required to be returned to the Youth Center by 23 Feb.
Each month the Youth Center Staff will recognize a Teen, “Youth of the Month” and a Pre-Teen, “Amazing Kid of the Month”. Youth Center staff members are on the lookout for youth who demonstrate positive participation, volunteerism, good sportsmanship and character as well as leadership in various Youth Center clubs or day to day activities.

Branch Out Military Program
What is the Child & Youth Behavioral (CYB) Program?
The Child & Youth Behavioral (CYB) Program is a component of the Military & Family Life Consultant (MFLC) Program. CYB-MFLCs are:
* Masters and Ph.D. level MFLCs specializing in child and youth behavioral issues
* Available at no cost to assist children and youth, parents, family members and staff
* Available to provide short-term, non-medical problem solving support
* Dedicated to augmenting existing military support services
Services are private with the exception of duty-to-warn situations.
Issues Addressed by CYB MFLCs - Group sessions, educational presentations and individual meetings can be arranged. Topics include:
* School Adjustment
* Deployment and separation
* Reunion adjustment
* Sibling and parent-child communication
* Behavioral concerns
* Fear, grief and loss
* Daily life issues
After hours and weekend appointments are available. Three CYB MFLCs are currently assigned to NAVSTA Rota. Below is a biography, and each can be reach via WhatsApp or via HIPAA approved zoom meetings. You can email the MFLC to receive a "Meeting ID" and the "passcode" which will be different each meeting to ensure confidentiality.
