Industry location always focuses on population density.
Given how the economy works, it's always better to have your business near a major city to allow cheaper transportation and easier profit.
As well as this, it gives you a wider market. It's quite hard to sell clothes in a sparsely populated countryside or cars in a tiny town. It depends on what part of your country you are in to determine your success as a business.
