Bhola Cyclone
Bangladesh, Pakistan
facts:
Date: November 12, 1970
Category: 3
Starting point: Bay of Bengal -> Bangladesh
Deaths/injury: 500,000 people
Short/long term damages: fishing boats, agriculture crops, cattle, homes. (450$ million)

What could have limited the damages: If the people were more aware about the hurricane coming lots of more people would've evacuated however since they have lots of hurricanes in Pakistan and it was only category 3, people were not worried. Also the weather forecast warned about the hurricane on radios so many people were not notified.
