How to pass a bill

Steps to pass a bill
Step 2: introduction- Only members of congress can introduce the bill to Congress, by doing so they become the sponsor. The president can prupose a bill but he can not introduce it.
Step 3: committee- Once a bill has been introduced it has to be refered to the appropriate comittee to have changes made and for it to be discussed. They can pass the bill or they can make changes or pigeonhole it by gnoring it and letting it die. They can replace the bill with a new one and they also often hold public hearings on the bill.
Step 4: Floor of house/ Senate Debate- During debate amendments can be added and the House only accepts relevant amendments. In the Senate, Senators can take advantages of the fillibuster and talk a bill to death.
Step 5: Voting- The house can vote in one to three ways, voice vote, standing vote, and recorded vote. The Senate can also vote one to three ways, voice vote, standing vote, and roll-call vote.
Step 6: Confrence committee- The Senatae and HOuse must either accept it or reject it. When two versions of the same bill are passed, confrence committee mwmbwrs work out the differencese.
Step 7: Presidential action- The president may sign a boll and it becomes a law or he can vito it, or he can do nothing for ten days. If congress is in sessison it becomes a law withiut his signature.
