Safety And Facilities Enhancement (SAFE) Grant
The 88th Texas Legislative Session appropriated $800M towards supporting school systems in meeting the adopted school safety standards. School systems that have applied to the 2022-2025 School Safety Standards Formula Grant and have not certified compliance with the facility requirements are highly encouraged to complete the Safety and Facility Enhancement (SAFE) grant application.
School systems should include work already done to implement the rule dating back to June 1, 2022. School systems should complete all survey fields with as much accuracy as possible and should include and indicate in each section actual money spent or contract bid amounts received where applicable.
Eligibility

An LEA meeting the below requirements is eligible for Cycle 1 of the SAFE Grant:
- Local educational agencies (LEAs) who have applied for the 2022-2025 School Safety Standards Formula Grant and have certified that they are NOT in compliance with the adopted school safety standards in Section B of the 2022-2025 School Safety Standards Formula Grant application.
- LEAs with a reported enrollment of at least one student from the October 2021 PEIMS Fall snapshot submission will be eligible for funding.
- Any new charter school opening after September 20, 2023 (the date of grant availability) will be ineligible for funding throughout the life of the grant.
- Private schools are not eligible recipients for funding.
Needs Assessment must be completed no later than September 21, 2023 for LEAs to be considered for funding.
Note:
Once a survey is started, it will remain open for only 48 hours. After 48 hours, the information will be cleared from the survey and the applicant will have to start from the beginning. School systems can download a PDF preview of the survey prior to completing the Qualtrics survey.

2022-2023 ESSA Compliance Reports
TEA is announcing the availability of the following compliance report, authorized under the Elementary and Secondary Education Act (ESEA) of 1965, as amended by the Every Student Succeeds Act (ESSA).
- 2022-2023 ESSA Consolidated Compliance Report
Description
Each program under the 2022-2023 ESSA Consolidated Grant Application for Federal Funding has a program compliance report. All LEAs that applied for funding on their own, as fiscal agents, or as members of shared services arrangements in the 2022-2023 grant year are required to complete applicable compliance reports. The reports are designed to collect data on program participation, expenditures, and program compliance. A sample of the compliance reports, instructions, and training videos are available on the Federal Program Compliance Division web page through the Division Resources section.
Reporting Deadline
Compliance reports are due via eGrants by September 29, 2023.
Release of ESSER Annual Performance Reporting Workbook
Purpose of Workbook
TEA's Department of Grant Compliance and Administration has developed the USDE ESSER Annual Performance reporting workbook to assist LEAs and ESCs with planning for upcoming years of USDE Annual Performance Reporting. This workbook is intended solely as a planning tool.
You can access the workbook here.
NOTE: The workbook is able to be printed out and written on or can be filled in electronically (the workbook is a locked Excel spreadsheet, and as such only certain cells that are unlocked are able to have data entered into them).

Allocation of Funds
If the LEA receives $30,000 or more in entitlement:

If the LEA receives less than $30,000 in entitlement:

HB 3 School Safety Overview
The TEA House Bill 3 Overview and Guidance Video was released on August 25, 2023. There are several new House Bill 3 State requirements for ESCs summarized in the video.

State's School Safety/Mental Health Training Requirements
Visit the state’s school safety/mental health state training requirements that include the TEC code, TASB policy, and many other items a district needs to be aware of under our District Resources page.
Title IV, Part A Federal funds cannot be used to meet state or local safety and mental health requirements. LEAs and ESCs can use this chart to help with Title IV, Part A use of funds questions.
Below are links to several state and local required activities that overlap with Title IV, Part A Federal Programs. The LEA would have to meet these requirements before using Title IV, Part A funds to supplement additional needs.

ESSER II, III, & SUPP
Grants END dates including tydings period:
- ESSER II ends on September 30, 2023
- ESSER III ends September 30, 2024
ESSER II Liquidation Extension - LEAs may request a liquidation extension through TEA for up to 14 additional months after the standard liquidation period (until February 2025). All costs under ESSER II, must be fully obligated by September 30, 2023. Certain obligated costs may continue to be received and paid during the liquidation period extension. The extension does not cover all types of costs, i.e., staff salary or travel.
ESSER SUPPLEMENTAL REMINDER: You must spend 62.5% on enrichment/learning loss activities as outlined in the ESSER Supplemental grant.
ESSER III - RIPICS Plan reviews/updates are not required after 9/30/2023. If audited, you must have documentation of the required RIPICS Plan reviews/updates every six months through 9/30/23.
Spend ALL of your ESSER II and Supplemental funds or else TEA will move expenses from ESSER III to close out the accounts (see ETVs, Reclasses, and Closing Out ESSER II). It is better to reclassify expenses now rather than wait for TEA to do an ETV after your 22-23 fiscal book closes.
