These Acts were passed in order to ensure that these United States will not be involved in this war. The stopping of trading with other countries is the first step to be isolated.
Destroyer for Bases Deal
We have to aid our British allies yet we cannot risk the sake of our country.
Therefore President Roosevelt has agreed to send Destroyer Ships in exchange for free rent in their military bases.

As Britain is about to be overtaken they require our support therefore we shall send arms and we shall be paid back at the end of the war.
