It was first discovered in China before the year 2000 BCE, but it wasn't recognized as an element until 1777 by Antoine Lavoisier.
The electrons are arranged around the nucleus in an electron cloud. The electrons help find it's charge by subtracting the protons from the electrons. This atom's charge is neutral.
