Puzzled about Recent Changes to Rules for Online Learning?
The Pupil Accounting Manual (PAM) has been updated and posted for the 2017-18 school year, so pupil accounting staff can review the changes and make sure schools are in compliance as they enroll students in virtual courses. (Click here to view the manual: PAM 2017-18) The main section for online learning begins on page 122 (Section 5-O-D, also referred to as 21F).
When 5-O-D (21F) was initially launched, it was not intended for students enrolled in more than 2 virtual courses. Later, revisions were made that allow more than 2 courses for a student, provided...
- The district has determined it is in the best interest of the student
- The student agrees with the recommendation of the district
- The district, in collaboration with the student, has developed an Education Development Plan (EDP) in a form and manner specified by MDE, which is kept on file by the district.

The GenNET Online Learning Portal (gennet.us) provides districts with a user-friendly catalog of discounted online courses. Portal staff are here to answer questions about virtual learning options in Michigan and to offer assistance with enrolling students and ensuring compliance with all rules that relate to online learning.
In response to the changes to online learning beginning with the 2017-18 school year, we have updated the GenNET Portal to help meet the needs of schools as they offer virtual learning opportunities to their students:
- We now have a bulk-upload option for school staff to enroll large numbers of students in one step. When you log in to the Portal, you can use the link: "File Layout for Bulk Import of Students"
- We have added a new catalog, 21F Compliant. The online instructors for the courses in this catalog are Michigan certified teachers, and the courses are also listed in the State catalog (micourses.org).
- Our Teacher Led catalog still includes all courses, but keep in mind that many of these may require a Teacher of Record be provided from the student's local school.
