Happy Fall to Our Amazing PTA Leaders!

The busiest time of year is always the beginning, and we have officially closed the first third of this year!

Let's take this time to refocus on policy and procedure, to make sure we can all do what we do to the best of our ability!

Communication


23rd District PTA is here to help our councils and units; however, there are procedures and policies that help us do our jobs well. For units in council, the council exists to help support your unit and give you the most current and relevant information. Regulations are different from school district to school district, so remember that if your unit is in council, the council is where you will reach out for help. Your council officers are here to help you! For Out-of-Council units, 23rd District PTA is your unit's council! If the council cannot provide you an answer, they will reach out to 23rd District, and if 23rd District needs further clarification, we will reach out to California State PTA. It is the policy of California State PTA that inquiries that bypass communication channels will be redirected through channels to the appropriate level.

If the council is nonresponsive (you haven't heard back in more than a week from attempted communication, support is continuously not being provided.), please don't hesitate to reach out to us at Help@23rdDistrict.org.

We want to help everyone do the best job possible, but bypassing channels isn't the way to make that happen. It often creates more work for us, and delays your getting the help you need. We are all volunteers, and while we love to provide you with fast answers, we answer communications in the order they are received as we are able to do so. Please know that we are absolutely happy to help support you - we are all here to do great things for kids! Following up if you haven't received a response in a few days is fine, but please know that we are always doing our best to help you!

Deadlines


November 15th is a very important date for every PTA and PTSA in Riverside County. Make sure unit taxes are filed and RRF-1 forms (and CT-TR-1 forms, if necessary) must be submitted! All units must file taxes and submit RRF-1s regardless of income or activity over the previous fiscal year.


Upload copies of filings to MyPTEZ, or if your unit does not use MyPTEZ, submit copies of all filings to your council (or 23rd District PTA if your unit is out-of-council.).

We are offering a virtual Focus on Finance (General Financial Training) opportunity for units in need.


23rd District is offering a General Finance workshop for units and officers in need!


Don't forget to verify with your council that attending a 23rd District PTA General Finance workshop is sufficient to meet training requirements if your unit is in council.

REMINDERS

DON'T FORGET! Insurance Premiums are Due!

Remember! Insurance premiums must be received by 23rd District by December 2!


Units that do not remit the premium will incur a late fee and will not be in Good Standing.

In-council units must remit premiums through the Council only. Out-of-Council units (Alvord, Menifee, Jurupa Valley) must remit premiums directly to 23rd District. Please mail premiums to:

If an Insurance Premium Waiver is Needed

We know that the last 18 months have been hard for all units!

If remitting the insurance premium presents a hardship for your unit, filing a waiver request is possible. There is no guarantee that waiver requests will be granted; however, if the waiver is granted, California State PTA will cover the premium for the unit for the year. If the waiver is not granted, it will afford an extension to remit the premium without the late fee - which will allow the unit the opportunity to raise the funds needed to cover the premium!.

If your unit needs to file a waiver request, please reach out to Leadership@23rdDistrict.org.

All requests must be sent to Leadership@23rdDistrict.org .

Do not send the waiver request form without approvals.

Requests will be accepted beginning Monday, October 4, 2021, and will be accepted through Tuesday, November 30, 2021.

DON'T FORGET! Reflections Entries are Due to 23rd District by December 2nd!

Remember! Reflections entries must be submitted to 23rd District by December 2!


In-council units must remit Reflections entries through the Council only. Out-of-Council units (Alvord, Menifee, Jurupa Valley) will submit entries directly to 23rd District.


Physical entries will be accepted by appointment from November 30 - December 2nd. Please email Reflections@23rdDistrict.org to make an appointment. Any designated individual from the unit or council can deliver submissions to 23rd District, and all submissions must be received by December 2nd, with no exceptions. If the council has accepted physical entries, do not digitize them, remit them as they were received to 23rd District PTA.


Digital entries may be submitted by the Google form linked below. All digital entries must be submitted on December 2nd. The form will accept entries from November 30th - December 2nd, the same time frame as physical entries. IRS Filings: 990 Directions


  • If your unit's annual revenue exceeded $50,000 in the 2020-2021 fiscal year, your unit will file the 990EZ or 990. If you are not familiar with tax preparation and tax filings, we advise you to consult a professional tax preparer for your filings! Don't forget to ask the preparer for a digital copy of the filing!

    The tax preparer can also file the RRF-1 for your organization, too!

  • If your unit's annual revenue averaged less than $50,000 for the past three years, your unit will file the 990n (the postcard). This can be filed online by clicking this link. Don't forget to download/print the filing confirmation!


Regardless of how you file, submit a copy of your filing to Council (if in-Council), or upload to MyPTEZ.



California State Franchise Tax Board: 199 Directions



  • If your unit's annual revenue exceeded $50,000 in the 2020-2021 fiscal year, your unit will file the 199. If you are not familiar with tax preparation and tax filings, we advise you to consult a professional tax preparer for your filings! Don't forget to ask the preparer for a digital copy of the filings!

California State Attorney General



As nonprofit public charities, all PTAs must complete and submit the RRF-1 form (Charitable Trust renewal). If the unit is current, the RRF-1 renewal can be completed online by clicking this link. If the unit is delinquent, the renewal must be done by mail. Verify your organization's status by clicking this link and entering the unit's EIN in the designated box.

If your unit files the 990 (instead of the 990n), a copy of the 990 filing must be attached to RRF-1 submission - so don't forget to ask for a copy of the filing from the tax preparer!


Make sure the unit keeps a copy of the submitted form for the financial records - and we have even attached an annotated version of the form to help you!

CT-TR-1 Directions


If your unit files the 990n (the postcard), the unit must file the CT-TR-1 (The Annual Treasurer's Report for the State of California). Find the form by clicking this link.

DON'T FORGET! Monthly Bank Statements and Reconciliations Must Be Reviewed and Signed!

An important compliance item is that the unit bank statements and account reconciliations must be opened, reviewed, and signed (and dated!) monthly by a non-checksigner! The nonchecksigner (may be the secretary or the auditor) should be the same person every month, and should be recorded in the minutes!

If the unit receives online statements, the non-checksigner may be given "view only" or "authorized inquiry" access to download the statement for review, and then it can be provided to the treasurer.
