Student engagement occurs when the student exhibits active participation as a result of teacher actions.

The linked article does a pretty good job describing what it means to build positive relationships with students. A positive relationship does not mean the students get away with misbehavior, or that we let them "slide" on mastering the TEKS. What is means is we get to know them, how they learn, their emotional and social needs so we can effectively instruct them.
Mr. Perry linked an email the other day which addressed meeting students at the door. Are you doing this? Meeting students as they enter, shaking their hand and asking them about their day, is a good start to fostering a positive relationship. Of course, having an activity to work on while they enter helps facilitate this as well so the room doesn't dissolve into chaos while you're not directly there.
If you're still struggling with relationships, try this simple, yet effective technique.
