Engage students in writing!
Storyboardthat is a free and very easy to use. Students can create stories with images quickly. Add as many pages/panels as your story or nonfiction article needs.
You can export the final creation as a pdf or powerpt, Google Slide and more options. It will have a watermark on it. But this is no obstruction when it is for educational use.
The free versions limit you to 2 storyboards per week.
