Board Recognitions
The Board officially honored TVUSD's 2019/20 Employees of the Year. The selected employees will also be recognized in May 2020 at the Riverside County Department of Education recognition event. Teachers of the year will be selected in March 2020, consistent with the California selection timeline.

Dianne Erland, Business Support Services – Confidential Employee of the Year

Introduction and Recognition of DELAC (District English Learner Advisory Council) Board
The following representatives from the DELAC Board were introduced and recognized for their work this year in assisting English learner families, students, and staff.

Jennifer Romero – Translator and Community Builder - Mrs. Romero was additionally recognized for her efforts as a translator and "community builder." Her skills, attention, and welcoming practices were commended.

CONSENT CALENDAR
The Board approved all items listed on the Consent Calendar. The Consent Calendar typically consists of contracts and routine items that do not require discussion and is approved in one motion as a group.
INFORMATION AND REPORTS
At-Risk Programs and Data
Temecula Valley Unified School District (TVUSD) has a plethora of programs to address students at-risk. This includes support for students struggling academically, behaviorally, and socially/emotionally. It also addresses chronic absenteeism, as we know students must be present at school in order to learn. The Governing Board requested that this presentation be divided into two. At the October 19, 2019 Board meeting the programs themselves were the focus. Tonight, the presentation focused on the data that supports each approach, paying particular attention to the social/emotional practices, as these are newer.
The goal is to support students socially and emotionally so they can achieve academic success. The programs would not be successful without the personnel behind the actions and supports.

On July 16, 2019, the Board of Education approved a Master Facility Plan (document dated May 30, 2012). The plan includes a project list of items to be funded by Measure Y, as well as other funding sources. The projects included in the master plan were to be updated every year to add projects that had been identified after the original approval date. The Facilities Master Plan has now been updated. Project additions include an expanded scope for the Maintenance, Operations, and Transportation Facility and a custodial office building for the District Office. General facilities information, project updates, and information on March’s ballot measure, Proposition 13, was also provided. One of the facilities highlighted during the presentation is the future K-8 STEAM Academy currently under construction in French Valley.
Temporary Attendance Area Adjustment For Rancho Elementary School Modernization Project 2020/21 School Year
Rancho Elementary has been under design for modernization. Due to the extent of the modernization needs and to expedite the construction process while ensuring the safety of staff and students, the school site will be temporarily closed, and students housed at Vail Elementary and Crowne Hill Elementary. Temporary attendance boundaries will go into effect for the 2020/21 school year.

ACTION CALENDAR
The Board accepted the joint initial proposals by the Temecula Valley Educators’ Association CTA/NEA, and Temecula Valley Unified School District for reopener contract negotiations for the 2020-2021 school year.
