Call to Order
The regularly scheduled monthly board meeting began at 6:00 pm with pledge and prayer.
“Music in our Schooling” CHS Jazz Band - The board members and other attendees of the April 26 Board Meeting enjoyed a live performance of the CHS Jazz Band (featured below the Board Brief).
Public Input - Kavon Novak, representative of Homeschoolers, wanted to thank CISD for being able to use the rock gym for their sporting events.
Superintendent’s Report (Information Only)
Recognize Students and Staff - Leda Williams, a Caldwell Junior High School writing teacher, recognized students for their awards for the George Bush Library Essay Contest. The winners are featured below. Mark Conley, the Caldwell Junior High Beta Club Sponsor, recognized the BETA Club accomplishments at State Competition. Thirty-seven students will be competing at the upcoming National Convention this summer. Rachel Hall and Cody Knott recognized the accomplishment of the band. The CJHS band received a plaque from the University Interscholastic League for being First Division for Concert and Sight Reading. The CHS band also received First Division for concert and Sight Reading. Mrs. Supak gave a shout out to the third graders who won poster and essay for the "Healthy Forests = Healthy Communities" contest! Third grade CES students took all places, 1st through 4th, in both categories - 1st - Mason Edwards, 2nd - Ayden Triplett, 3rd - Cloey Russ, and 4th - Evolette Cruz. Essay Winners: 1st - Cloey Russ, 2nd - Jesse Telschow, 3rd - Abraham Garcia, and 4th - Nargis Sherzad.
Recognize Outgoing Board Member - Board member, Terri Jurena, will step down from her seat as a Caldwell ISD Board of Trustees member. She was given a plaque, flowers, and rocking chair to show CISD's appreciation for her service.
COVID-19 Update - At the May board meeting recommendations for masks will be discussed. Weekly updates of COVID-19 are posted on the website.
Enrollment Report - The current enrollment of Caldwell ISD was updated on Friday, April 23, 2021. The current enrollment as of that date was 1,702, which is an increase from the last board meeting.
Graduation Plans - Graduation will begin at 8:00 at the Hornet Stadium. Because graduation is an outdoor event, it may not be required to wear masks, and that decision will be made at the May Board Meeting. If the weather causes the graduation to be moved inside, the mask requirement will remain. In any event, there will be hand sanitizer at the entrance.
Caldwell Education Leadership Foundation (CELF) Banquet - CELF will be hosting a community fundraiser to help secure monies to award grants for our teachers and scholarships to our students. As of date the two have given back almost $100,000 to our schools. The Crawfish and Shrimp Boil will be on Friday, May 7th from 6:00 pm - 10:00 pm. Tables and individual tickets are on sale at the CISD Administration Office. CELF is asking for auction items to be donated from either CISD staff or community businesses.
Future Board Meeting Dates - The board will finalize future board meeting dates for the 2021-2022 school year. There will be some adjustments due to holidays that fall on a regularly scheduled board meeting.
Bond 2018 Report - Rusty Wallace updated the board that the PreK - 3 building project is going along great. The facility is in its finalizing stages. The Junior High weight/locker room is about 10 days behind schedule due to the weather and a delay in the delivery of materials, but there should not be any problem with being in the facility the first of August. The summer move into the new facilities for the CES, CIS, and CJHS is still currently scheduled to begin June 28th.
New Business (Action Items) - Board of Trustees member, William Foster, was not present. The total board members present were 6 instead of 7.
Consider and Approve Weight Room Equipment for the New Junior High School - The best quote was present to the board from BSC Sports at $91,219.46. The board approved the weight room equipment. All were in favor - 6/0.
Consideration and Possible Approval of Change Order to the Weight Room and Field House Contract with Perry Construction. The Ag improvements will be significantly lower in costs than anticipated. The Board accepted and approved the change order. All were in favor - 6/0.
Consider and Approve Procurement Method for Bus Barn Replacement and Improvements - Robert Gadbois from OBR discussed the difference between a Competitive Seal Bid, which gives the lowest money amount vs a Competitive Seal Proposal, which gives the opportunity to look at the whole project and not just the low price. The board decided to move forward with the Competitive Seal Proposal for the replacement and improvements of the Bus Barn. All approved and were in favor - 6/0.
Presentation and Discussion of Caldwell High School Improvement Options - Robert Gadbois from OBR presented an aerial map of the high school to discuss the location of the tennis courts. Turf will be added to the softball and baseball fields. Expected costs will be approximately 4.5 million, which will come from district fund balance.
Consider and Approve The Local Policy Updates - The updates were for academic achievement class ranking, community relations non school use of school facilities and student welfare wellness and health services. The use of facilities will be reviewed about cleaning services and other possible actions for renting out facilities. Class ranking will be cut off at the end of the fall semester for 2021-2022 school year. The Local Policy Updates were all approved by the board - 6/0.
Consider and Approve Child Nutrition Program Financial Management and Procurement Procedures - The board was informed that the federal government is requiring rules for procurement. The board were all in favor, 6/0, of the financial management and procurement procedures.
Consider and Approve TEKS Certification for 2021-2022 - Schools will only be buying books that are TEKS certified. Board approved, 6/0, that Caldwell ISD schools will buy books that are TEKS certified.
Consider and Approve Resolution for Depository Services - Caldwell ISD put out notice for banks to bid for service to CISD. The last bank bids were 6 years ago, and typically only one bank had made a bid. This year, there were two banks that bid for service. Prosperity Bank will remain the bank for Caldwell ISD. The board approved, 6/0, to keep Prosperity Bank the banking service provider for CISD
Legislative update - There will be a special session in June about receiving federal COVID-19 money. Texas is sitting on 18 billion for public schools: the money has to be spent reducing the learning gap. CISD is expected to receive approximately 4 million. No action required

Floraculture Team Goes to State for the First Time
This team is the first to qualify from our school for this contest. They placed 5th in our area competition which qualified them for state. They will be one of 60 teams competing. Teams are tested on classroom knowledge and skills applying identification, evaluation of cut flowers, house plants and floral designs and complete a written test and practicum.

Caldwell High School Receives National Recognition for Music Education Program
Caldwell, TX – April 6, 2021 – Caldwell High School has been honored with the SupportMusic Merit Award from The NAMM Foundation for its outstanding commitment to music education. The SupportMusic Merit Award recognizes individual schools that demonstrate outstanding achievement in efforts to provide music access and education to all students.
“I am very honored and proud of our students to receive this award from NAMM. Our band program continues to grow and thrive not only at the High School, but at Junior High and Intermediate as well. Music education is important at all levels of education teaching responsibility, teamwork and musicianship. This award is an inspiration of the passion and dedication of the students of the Caldwell High School Band”, said Cody Knott, Director of Fine Arts/Bands.
To qualify for the SupportMusic Merit Award, Caldwell High School answered detailed questions about funding, graduation requirements, music class participation, instruction time, facilities, support for the music program and community music-making programs. Responses were verified with school officials and reviewed by The Music Research Institute at the University of Kansas.
