June 2022

2022 Short Session

The NC General Assembly began the short session on May 18th, 2022. Since then, a flurry of bills have been filed. Our lobbyists are closely watching HB 755 and the anticipated budget bill. The legislature hopes to end the short session by July 3rd. Stay tuned for additional updates.

2022 NCSCA Legislative Day - Canceled

We have been working hard to make Legislative Day a successful event this year. Our lobbyist, The Policy Group, scheduled meetings with key legislators and other state government officials in preparation for next week. Unfortunately, the meetings were abruptly canceled due to changes in their schedules. Due to these last-minute changes in the legislative schedule, we will have to modify next week’s Legislative Day.

While we are disappointed in this news, there is still an opportunity for School Counselors to advocate! We have partnered with ASCA to offer members a simple and effective way to participate in the legislative process. Instead of joining us in Raleigh, we ask that you participate in our Voter Voice Campaign to inform and educate our legislators on the role of the school counselor in North Carolina now through June 24th. Biennium- A two-year term of legislative activity

Public Bill- Legislation enacted into law that applies to the public at large

Local Bill- Legislation put into law that has limited application (How many counties)- Local bills do not have to be signed by the governor

Sponsor- The legislator who presents a bill or resolution for consideration

Resolution- A document that expresses the sentiment or intent of the legislature or a chamber. Resolutions, when finalized, go to the Secretary of State

LEA = Local Education Agency

NCGA = North Carolina General Assembly

LB/LOB = Legislative Building/Legislative Office Building

SBE = North Carolina State Board of Education

SISP = Specialized Instructional Support Personnel


HB/SB = House Bill/Senate Bill
