GoOpenNC
North Carolina Teachers and Instructional Support Staff,
Have you heard about the NC open educational resources initiative? Open educational resources (OER) are resources for students and teachers that are licensed to permit users to reuse, revise, remix, and redistribute the content. Imagine a space where a community of North Carolina educators can come together to curate, create, and share OER! That’s what GoOpenNC is all about!
GoOpenNC is the name of the OER initiative here in North Carolina, and it’s also the name of the platform where NC educators can become part of this OER community of practice as they find, develop, and share instructional materials. The platform will be available for all teachers in late December / early January, but you have an opportunity to join the community now!
Register to attend one of the four face-to-face sessions taking place across the state in October. You are encouraged to partner with others from your district or school to attend as a team.
These sessions are designed for classroom teachers, instructional technology facilitators, school library media coordinators, instructional coaches, and other instructional support staff.
During this session, participants will
- Learn about open educational resources & open licensing
- Explore and engage with the GoOpenNC platform
- Discuss the definition of “quality” & apply knowledge to OER
- Develop a plan for sharing and using OER
Space is limited, so be sure to register soon!

Human Capital/Licensure Webinars
n an effort to keep you all better informed about changes to state policy, NCDPI will begin offering monthly webinars closely following State Board of Education meetings. The purpose of the webinars is to provide you with the opportunity to hear about proposed and approved changes to state policy that have an impact on Human Resources departments.
Because we anticipate many participants, the webinar will not offer a "Q & A" session. We will, however, have a chat feature enabled and will try to answer the most common questions raised from the field. Additionally, we will record these webinars and place those recordings online so you will be able to hear the information even if you are unable to attend. Attendance is, of course, optional, but we hope you all will join us for the webinars.
Charter School directors can designate a staff member to attend these webinars. To do so, the Charter School director/head of school should email Kimberly Evans <Kimberly.Evans@dpi.nc.gov> and request access to the webinar. Please include the designee’s name, position, and email address
Here is a list of the dates we are planning to schedule the webinars:

CECAS 2019 EXIT COUNT Deadline is 9/27/19 (not applicable to new charter schools which opened in 19-20)
September 2019 Exit Count submission in CECAS has begun.
New Charter Schools that opened in the 2019 - 2020 school year will not have exited student data in CECAS from the 7/1/2018 – 6/30/2019 reporting period; therefore, will not be required to submit the September 2019 Exit Count or the Indicator counts.
The September 2019 Exit Count opened on 9/16/2019 and the deadline to certify the submission is by close of business on 9/27/2019.
The following is information you may find helpful in conducting the September 2019 Exit Count. You may also reference documents C3, C4 and D1 on the CECAS Communication website under the Training tab under Handouts for additional information.
The Exiting data are based on the July 1, 2018 through June 30, 2019 fiscal year.
Indicator 11 will be submitted using the CECAS system this year. The count will open in CECAS on October 1, 2019. No changes have been made to this process for the 18-19 end of year collection. Reporting users that used the .xml upload in CECAS for the December 2018 child count, will use an .xml file for Indicator 11.
Indicator 12 will be submitted on spreadsheets by all LEAs. Charter Schools do not need to submit an Indicator 12 spreadsheet this year. The Indicator 12 spreadsheet has a tab with helpful clarifications to assist LEAs in entering data. The Indicator 12 spreadsheet is posted on the CECAS communication site on the Documents tab under Memorandums. This spreadsheet must be submitted no later than October 18, 2019.
The due dates for the Indicators are listed below. Cooperation in meeting the deadlines for data submission is greatly appreciated.
Please email all Indicator spreadsheets to ecindicators@dpi.nc.gov

Personalized Learning
Please join the North Carolina Department of Public Instruction this fall for an exciting opportunity to connect with practitioners from across North Carolina as we explore Personalized Learning and what it can mean for your district or charter school. Each of the regional events will be held from 9:30 A.M. to 3:00 P.M.
During this time, teams of educators will be guided through:
- An understanding of the working definition of personalized learning (what it can be and what it is not),
- An alignment of current efforts and approaches in your district or charter school, and
- Discussion and planning for next steps for personalized learning implementation through strategic plans and continuous improvement plans.
Each public school unit is asked to send a team of 2-3 staff to participate, so please consider those individuals who are influencers or key decision-makers in your district or charter school. Suggested participants may include those from Academic/Curriculum, Digital Learning or Technology, and a school-level leader.

McKinney Vento Homeless Children & Youth Assistance Act NEED TO KNOWS:
The McKinney-Vento Education of Homeless Children and Youth Assistance Act is the primary piece of legislation dealing with the education of children and youth experiencing homelessness. The Act is also known as Title IX, Part A of the Every Students Succeeds Act. Each charter school must designate a McKinney Vento liaison and support the education and training of school staff around the law.
Here is a fact sheet for teachers, principals, and school leaders. If you’d like to order an informational poster for your school, click here.

RtA Guidebook:
We will notify all LEAs and Charters once the guidebook is approved. The RtA guidebook will provide guidance for RtA third grade proficiency, alternative pathways, exemptions, accommodations, reading camp, and other important RtA information.
RtA Reading Portfolio:
Beginning 2019-2020, RI.7 is no longer a required standard for the RtA Reading Portfolio. Students completing the reading portfolio while in a 3/4 transition or 4th grade accelerated class during the 2019-2020 school year will not be required to complete RI.7. As these student continue to complete their portfolio, please note on the score sheet RI.7 has been removed and the student does to need to complete that standard.
Amplify:
The contract with Amplify has ended. As we move forward, please note the following:
- Students can not be assessed using Amplify for state data collection
- Amplify has not been approved as an alternative assessment for the 2019-2020 school year
- User roles have been deactivated in Power School and icons were removed from NCEdCloud IAM service
- The data flow between Powerschool and Amplify has ceased
Reading Camp Data:
The second and final data file is now available. Districts that had Reading Camps have data files loaded through the Accountability Secure File Transfer System (SSH). Please ask the LEA testing coordinator for these files as work continues to complete the 1st and 2nd grade reading camp data (FSRSupp files). Up to four files may be available. The data will be available to districts in the 2019 folder with the following names: mClass_Reading_Camp_2nd_Grade_XXX, mClass_Reading_Camp_2nd_Grade_XXXv2, mClass_Reading_Camp_1st_Grade_XXX or mClass_Reading_Camp_1st_Grade_XXXv2 (XXX represents the LEA code). NCDPI recommends that all districts review the v2 files for additional information if there is also an original file.
Due to the unexpected delay of scores, the deadline for submission has been moved to August 30, but no later as the expectation for the 1st and 2nd grade report to be posted on local websites is still September 1st. Posting on your local website is a Legislative mandate that we can not change.
