What is TGRG? Third Grade Reading Guarantee
What is the Third Grade Reading Guarantee?
The Ohio law requires that school districts shall not promote any student to the fourth grade who does not attain the required level of achievement on specified assessment tests in English language arts (ELA) at the end of third grade.
Simply put, third grade students must achieve a high enough score on one of several state approved tests in order to move to fourth grade the following year.
It provides a plan of reading intervention for students in grades K-3 who are not on track to meet TGRG by the end of third grade.
Are there any students to whom this law does not apply?
There are some very narrowly defined exemptions that would be documented in a student’s Individualized Education Program (IEP) or their English as a second language program. If you have not been notified about an exemption and believe your child qualifies please contact your child’s teacher and/or principal.
Does my student have more than one chance to pass the test?
Students will be offered four testing opportunities to take a state approved assessment in the 2022-2023 school year:
Fall Ohio's State Test (OSTs) Gr 3 ELA: (test was administered October 17-21, 2022)
Winter Ohio's Alternative ELA Gr 3 Assessment: TPS uses i-Ready as the Alternative ELA TGRG Assessment (test was administered December 1-15, 2023)
Spring OSTs Gr 3 ELA: (test will be administered during the Spring OST ELA Window, March 27- April 6 and April 17 & 18 with exact testing day(s) to be determined by the building)
Spring Ohio's Alternative ELA Gr 3: i-Ready (test will be administered May 10-19 for Gr 3 ELA)
Per, the Ohio Department of Education (ODE), If a child does not participate in the TGRG ELA Assessments they do NOT move on to 4th Grade.
What score does my student need to pass TGRG?
A student would need an OST ELA Overall Scaled Score of 685 or higher to be promoted to fourth grade.
-OR-
A student would need an OST ELA Reading Promotion Score of 47 or higher to be promoted to fourth grade.
-OR-
A student would need an i-Ready Overall Scaled Score of 510 to be promoted to fourth grade.How can I help my child with these tests?
Encourage them not to worry and to simply try their best at test time. Make sure they have plenty of rest the night before tests are administered, and that they eat breakfast each morning.
Encourage reading for fun outside of school. Visit your local library for age appropriate book suggestions. Being to school on time and ready to learn everyday.

Practice tests students can take online with their parents.
The Early World of Learning offers students in grades K-3 narrated stories, interactive reading games, leveled reading practice, and an online encyclopedia. Early World of Learning's 'Welcome to Reading' section offers new readers stories, games, and activities to help them increase their skills. Two other areas on the site--Trek's Travels and Know It--help children develop vocabulary and comprehension.
Additional Family Resources
BookFLIX pairs classic video storybooks with related nonfiction e-books. This engaging combination of read-aloud stories and read-along nonfiction builds phonemic awareness; develops phonics decoding skills; and strengthens vocabulary, fluency, and comprehension, all while introducing children to a world of knowledge and exploration. Many of the nonfiction titles cover STEM and social studies standards. Lexile scores are included
