The Board of Directors of the Covington Place Homeowner’s Association, in conjunction with the Covington Place Architectural Review Board, are excited to announce the Mailbox Renewal Program. As I am sure you have noticed, many (if not most) of the mailboxes in our neighborhood are faded, various shades of green, some black, and, in general, not up to the standards of the neighborhood.

In accordance with Section 10.9 of the Covington Place Covenants, the Architectural Review Board has adopted flat black as the approved color for all mailboxes in the neighborhood. The Homeowner’s Association has approved the repainting of all mailboxes in the neighborhood, as well as the replacement of street numbers on the mailboxes, at HOA expense. Homeowner’s will have until November 15, 2016 to authorize the HOA to proceed with painting their mailbox and affixing new numbers thereto. If a homeowner chooses, they may repaint their mailbox themselves, at their own expense, in a flat black color and affix any missing numbers with the approved numbers. All mailboxes are to painted flat black with new approved numbers on or before February 1, 2017.

There are two ways for you to opt in to the HOA Mailbox Renewal Program at HOA expense. You may either fill in your name, address and sign below to indicate your consent to the HOA undertaking the repainting of your mailbox and the affixing of new numbers and [INSERT WHERE FORM SHOULD BE DELIVERED], or you may email Perri Futo at pgfuto@gmail.com indicating that you wish the HOA to undertake the painting of your mailbox and the installation of new numbers on your mailbox. If you choose the email method of consent, please include your name and address in the email.

DRAFT REVISED COMMUNITY WIDE STANDARDS FOR REVIEW:
COVINGTON PLACE COMMUNITY WIDE STANDARDS
.
The Architectural Review Board (the “ARB”) is established in Article 1.9 of the Covington Place Covenants (the “Covenants”) and is appointed by, and serves at the pleasure of, the Covington Place Homeowner’s Association (the “HOA”) Board of Directors. The ARB is tasked with the responsibility of establishing the Community Wide Standards. The standards so established may be modified from time to time, at the discretion of the ARB. The purpose of the Standards is to maintain a degree of uniformity and congruence within the neighborhood, thus enhancing homeowner property values. The HOA, the management company, and homeowners who observe and report infractions, are responsible for the enforcement of the Covenants and Community Wide Standards. In the Covenants, many Articles will reference Article 9, which constitutes a referral for consideration by the ARB. Following are the current Community Wide Standards:
LANDSCAPING
1. Lawns are mowed and edged regularly to maintain a well-kept appearance.
2. Lawns and beds are maintained free of weeds and fallen leaves. Bare lawns are reseeded or resodded as needed to eliminate bare spots.
3. Foundation plantings and island plantings are maintained with adequate mulch cover, in earth tone shades, to eliminate bare earth and control weeds via adequate depth of cover, typically three inches. Beds and islands are well defined by trimmed edging or earth toned artificial borders of natural brick, natural stone, landscape brick, extruded concrete, etc. and are installed only after appropriate ARB review and approval per Article 10.8 of the Covenants.
4. Shrubs and ornamental trees are properly trimmed and are not allowed to overgrow. Ornamental creeping vines are not allowed to overgrow mailboxes, windows, railings and walkways. Sidewalks are kept clear of shrubs and low hanging tree branches.
5.Landscape lighting is placed only after appropriate ARB review per Article 10.12 of the Covenants. Lighting should be limited to illumination of walkways and approved foundation plantings in the front of homes. Lining of driveways with landscape lighting is prohibited.
6.Ornamental seating and statuary visible from the street must be approved by the ARB pursuant to Article 10.9 of the Covenants.
7. All major additions or deletions to landscaping must be approved by the ARB pursuant to Article 10.8 of the Covenants.
HOUSEKEEPING
1. Garbage cans are stored out of view and set out neatly prior to pick-up, preferably no earlier than the evening before pickup. Trash cans and recycle bins are put away within 24 hours of pickup and stored out of view. (Articles 10.9 and 10.16 of the Covenants)
2. Yard debris and trimmings are set out within 10 feet of the curb and do not obstruct the sidewalk , curb or street, per city ordinance, as close to collection date as is practical. In no case is lawn debris to be deposited on common area property or any property other than that of the homeowner. (City Ordinance and Article 10.16 of the Covenants)
3. Trailers, boats, and recreational vehicles are to be stored in garages and kept out of view. Recreational vehicles that are being provisioned or unloaded may be parked in the street or driveway overnight with the appropriate parking pass displayed on the tow vehicle or RV dash. Every attempt should be made to limit the RV parking to one night and in no case shall exceed 48 hours. (Article 10.4 of the Covenants)
4. No abandoned, inoperable or unrepaired wrecked vehicles may be left in view. Any repairs to vehicles performed on site must be accomplished out of view of any street. (Articles 10.4 and 10.8 of the Covenants)
5. All automobiles and trucks must be parked on the driveway and never on the lawn. As a courtesy, please do not block sidewalk passage whenever possible. (Article 10.4 of the Covenants)
6. Faded and failing painted surfaces of homes are repaired and repainted in a workmanlike manner with the same color, or if changing colors, after appropriate review of the color change by the ARB. Exterior additions or modifications are to be submitted to the ARB for review prior to beginning the project. Preferred color palettes are earth tones or neutrals. Pastels and harsh primary colors are discouraged. When three-tab shingle roofs are replaced, architectural shingles are preferred. When architectural shingle roofs are replaced, architectural shingles are required. No metal roofs will be allowed, except as an accent where already in place or as may be considered consistent with overall home design. No blue, red, green or white shingles or roofing will be allowed. Painting or staining of concrete driveways or walkways visible from the street must be approved by the ARB. (Articles 9.1 and 9.2 of the Covenants)
7.Garden and lawn equipment such as hoses, mowers, garden tools, firewood etc. are properly stored out of view of the street so as not to create a nuisance. (Article 10.8 of the Covenants)
8.During construction and landscape renovation processes, incidental debris shall be collected in dumpster receptacles if necessary and removed from the property as soon as practical. For this purpose, debris shall include, but not be limited to, wood, concrete, siding, roofing materials, excess dirt that will not be redistributed about the home or any other trash incidental to the construction, remodeling or maintenance process. (Article 10.16 of the Covenants)
9.Garage doors shall be closed when not in use. (Article 10.4 of the Covenants)
10. Only approved mailboxes and in approved color by the ARB are installed. Faded mailboxes and mailboxes missing street numbers are repainted and repaired. (Article 10.9 of the Covenants)
11. Basketball goals must be approved by the ARB. In no case will a permanently installed basketball goal be approved. Temporary basketball goals may be approved when the streetscape is not negatively impacted. When allowed, basketball goals must be visible only when in use, and stored out of view of any street. (Article 10.9 of the Covenants)
12. Only furniture that is suitable for front porches, i.e. outdoor furniture of iron, aluminum, wicker, wood rockers, etc., shall be displayed on front porches. Office chairs, covered swings, folding lawn chairs, etc. shall not be used as front porch seating or ornamentation. (Article 10.8 of the Covenants)
13. Satellite dishes are located as inconspicuously as possible. If the satellite reception requires placement of the dish from the street, then cable or phone line services are encouraged. (Article 10.9 of the Covenants)
SAFETY
1.Cars are parked in the street only when space within the garage and driveway are inaccessible. If necessary to park a car in the street, as a courtesy, please park in the direction of travel allowing clear access to traffic, police, fire and emergency vehicles. Guests of homeowner’s may park in the pool parking lot with a parking forms indicating place of visitation and approximate time of departure placed on the dash.
3. All traffic signs within the subdivision are strictly observed by automobiles and golf carts.
4. Resident vehicles, including golf carts, parked in the common area parking lots, shall display the green HOA Sticker.
5. Pool, Playground and Tennis Court rules, along with proper pool and court etiquette, are observed. No profanity or horseplay is permitted. After hours trespassing at the pool or tennis courts should be reported to Covington Police. All who use the pool and courts should collect all trash and belongings upon leaving. Please close an umbrella if you see one open and unused upon leaving.
6. Safety concerns regarding common area amenities or grounds are quickly reported to Sentry Management. All maintenance concerns should be reported to an HOA Board Member. Motorized vehicles, including golf carts, toys, cycles and ATVs are not to be used in common areas.
7. All City leash laws are strictly observed, and all pet waste deposited on property other than that of the pet owner, shall be collected as soon as deposited and properly discarded. Pets are not allowed to become a nuisance. (Article 10.7 of the Covenants)
8. Only licensed drivers may legally operate golf carts on City streets. All streets in Covington Place are City streets.
9.All suspicious activity is reported to Covington Police.
10. The golf course is private property and not common area property of the HOA. The golf cart paths are not to be used for recreational walking, biking or golf cart joyriding, per posted signage at the entrance to golf cart pathways and per Covenant 10.7. A Trail Pass may be purchased from Ashton Hills for those homeowners who wish to utilize the golf cart paths pursuant to the rules and regulations of the Ashton Hills Golf Club. Please limit fishing in the ponds to dams and private lots which adjoin lakes. Do not access the ponds from bridges or fairways. Please do not feed geese or ducks.

Tennis Courts are accessed via the same Pool Card that opens the pool gate. The tennis courts are available for residents and their guests only. Guests must be accompanied by a resident at all times. Leagues or Teams are not allowed. Rules of etiquette were included in the HANDBOOK so please refer to them if you have any questions.
