Board Meeting Details

This regular Board of Education meeting was held in person at the District Center.

1. Call to Order

The meeting was called to order at 7:04 p.m.

2. Approval of Meeting Agenda

The agenda was approved.

3. Appointment of New Board of Education Member, Ms. Kate Joyce

The tragic passing of Mrs. Maureen Wener earlier this year left a vacancy on the DPS 109 Board of Education.


By statute, this position needed to be filled by appointment, with applications made available to all eligible residents in the DPS 109 boundaries.


After an interview process, the Board of Education has determined that Mrs. Kate Joyce should be appointed to fill the seat and the remainder of Mrs. Wener's term, which expires in 2025.


The board unanimously voted to accept this appointment.

4. New Board Member Oath of Office

Mrs. Joyce took the oath of office and was officially seated as a member of the Board of Education.

5. Legislative Update

Jessica Sewell, the Chicago Outreach Director for the office of U.S. Senator Tammy Duckworth, presented an update to the Board of Education. She covered resources that are available to constituents and some of the Senator’s top legislative priorities. You can click below to watch her report to the BOE.

6. Superintendent's Report

Mr. Simeck says we are heading into the home stretch of summer. We have been busy finishing up a list of summer maintenance items at all facilities. There are back to school events coming up in the next few weeks. We are just 11 days away from New Teacher Orientation.


The spring issue of The 109 Way has been mailed to all homes and businesses and is available for pickup at a number of locations around the area.


The district will be hiring a Director of Safety & Security, Solveig Jurmu. This will be a shared employee with Districts 106 & 112. Her contract will be approved next month but she will be in place to start before school.

7. Community Participation Relative to Matters on the Meeting Agenda (Policy 2:230)

There were no speakers present.

INFORMATIONAL ITEMS

8.1 Freedom of Information Requests (Policy 2:250)

Dr. Filippi says we received two requests and the information is in the board packet in greater detail.

8.2. Preliminary 2023-24 Budget

Dr. Filippi presented the preliminary budget to the board. You can watch his presentation if you click below.


He gave an overview of the budget timeline process, the revenue assumptions, and the expenditure assumptions.


This is our 19th consecutive balanced operating budget. It also grows the Capital Projects Fund balance for anticipated capital needs in the coming years.

8.3. Intergovernmental Agreement between Deerfield Public Schools District 109, North Shore School District 112, and Bannockburn School District 106 For Shared Director for School Safety & Security

Dr. Filippi presented this agreement concerning the hire of a Director for School Safety & Security, Solveig Jurmu. This is a shared position with Districts 106 (Bannockburn) and 112 (North Shore). This would not replace the day-to-day work of our existing school resource officer. The agreement is pending approval by the other boards.

8.4. Recommendation to Sell, Donate, Recycle, or Dispose of Surplus Equipment

Dr. Filippi presented this item, which is done twice a year. If surplus equipment cannot be sold, it is recycled or donated. A list is provided to the board. You can find a list if you click into the agenda loaded into BoardBook below.

9.1. Consent Agenda*

9.2. Quarterly Treasurer's Report

The report was approved.

9.3. Approve Resolution to set a Public Hearing on 8/17/23 for an Interfund Transfer from Education Fund to Operations & Maintenance Fund

The resolution was approved.

9.4. Intergovernmental Agreement between Deerfield Public Schools District 109, North Shore School District 112, and Bannockburn School District 106 For Shared Director for School Safety & Security

The agreement was approved.

9.5. Recommendation to Sell, Donate, Recycle, or Dispose of Surplus Equipment

The recommendation was approved.

9.6. Recommendation to Approve Contract for New Assistant Principal at South Park

The contract was approved.

9.7. Recommendation to Approve Contract for New District Coordinator for Student Services

The recommendation was approved.

9.8. Recommendation to Approve the Dismissal of Probationary Support Staff

The recommendation was approved.

9.9. Bi-Annual Review of Closed Session Minutes

The minutes were approved.

9.10 Meeting Minutes

The minutes were approved.

10. Committee Reports (Policy 2:150)

Mr. Morrison said that the policy committee met today and reviewed a number of proposed changes. They will submitted to the board as information in August and possible approval in September.


Mrs. Jakymiw said that TrueNorth had a leadership meeting in the past month. She recently participated in a 3-day virtual equity conference.

11. Open Community Participation (Policy 2:230)

There were no speakers present.

12. Board/Superintendent Other

President Montgomery thanked communications for The 109 Way magazine. She thanked Drs. Filippi & Fisher for their work on hiring the new security position. She thanked the finance department for their work on the budget. She thanked Dr. Dornfeld and Mrs. Bonar for all of the training they have been doing and her fellow board members for their work in their candidate selection process. She thanked Mrs. Joyce for her service to the community. She thanked Mr. Simeck, Mr. Steckling, and Mrs. Rudd for the IASB Governance Award work.
