November 18, 2019 Regular Session of the Retiring Board

The Board of Education of the Muscatine Community School District met in regular session on Monday, November 18, 2019, at 7 p.m. at City Hall. President Tammi Drawbaugh called the meeting to order. Directors John Dabeet, Aaron Finn, Nathan Mather, Toby McCarter, Randy Naber, and Mary Wildermuth were present. Also present were Superintendent Jerry Riibe and Director of Finance Tom Anderson.

  1. The Pledge of Allegiance was recited.
  2. Visitors and media representatives were welcomed.
  3. MHS student council provided an update on recent and upcoming student council activities.
  4. November's Outstanding Employees were recognized: Central Middle School counselor Troy Kulland, Muscatine High School SRO Whitni Pena, MCSD receptionist Christina Rosa, Jefferson Elementary paraeducator Rhonda Theobald, and Muscatine High School special education teacher Mike Truitt.
  5. Citizen Speaks:
  6. ● Molly Boyer, 2507 Mulberry, presented a petition of 1,000 citizens from Muscatine and other areas of the United States asking the district to wait before consolidating Central and West to make certain there is enough room to house all 7th and 8th grade students.
  7. ● Natalie Maxwell McDonald, 111 Canon Avenue, spoke to waiting for the merger of the two middle schools to make certain there is adequate space. She also spoke to adjusting standards-based grading and adding keyboarding to the curriculum.
  8. ● Jill Holler, 1314 Oakland Drive, advocated for smaller class sizes and more building space to allow for smaller class sizes.
  9. The consent agenda was approved as follows:
  10. ● The minutes of the October 14, 2019, special session, October 14, 2019, regular session, October 28, 2019, work session, and the November 11, 2019, special session.
  11. ● The bills and claims against the district dated November 18, 2019.
  12. Accepted the Official Report of Votes from the Muscatine County Auditor.
  13. Outgoing board members Nathan Mather, Randy Naber, and Mary Wildermuth were thanked for their years of service and dedication to the Muscatine Community School District.
  14. The retiring board adjourned 7:24 p.m.

November 18, 2019 Organizational/Annual Meeting

Board Secretary Lisa Mosier Bunn called the annual/organizational meeting to order at 7:33 p.m.

  1. The oath of office was administered to new and re-elected board members: Karen Cooney, Mike Morgan, Denny Schuur, John Dabeet, and Aaron Finn.

  2. Tammi Drawbaugh was chosen as board president and oath of office administered. The meeting was then turned over to President Drawbaugh.

  3. John Dabeet was chosen as board vice president and oath of office administered.

  4. Annual business was conducted which included:

  5. ● Appoint Lisa Mosier Bunn as Board Secretary.

  6. ● Appoint Tom Anderson and Board Treasurer.

  7. ● Designate First National Bank, CBI Bank and Trust, Community Bank, all of Muscatine, as official depositories of district funds in the amount of $15 million each.

  8. ● Appoint Stanley, Lande, and Hunter, Ahlers Law Firm, and Lynch Dallas P.C. as counsels to represent the school district in legal matters on a time basis.

  9. ● Designate the Muscatine Journal as the publication of record.

  10. ● Designate Bohnsack and Frommelt as auditor of record.

  11. ● Approve the Statement of the Board’s Review and Support of Discipline Policies and Co-curricular and Extra-curricular Programs.

  12. ● Appoint district compliance officers.

  13. The board meeting schedule for December 2019 through November 2020 was reviewed.

  14. Director Dabeet was appointed on the County Conference Board.

  15. Director Cooney was appointed to the Ag Learning Center Board.

  16. President Drawbaugh was appointed to the District Audit Committee.

  23. ○○Resignations - Certified Staff: Douglas Ward, Madison/Mulberry SPED Strat I effective December 20, 2019.

  24. ○○ New Hires - Schedule C: Lori Carroll, middle school stage and drama; Spencer Shepherd, MS wrestling; John Windhan, MHS Head Girls Golf.

  25. ● Special Education Contracts with Des Moines Public Schools (state i.d. *2386, *7622) and Cedar Rapids School District (state i.d. *2328).

  26. ● District Committees: the Audit Committee and its Charter and Teacher Quality Committee. (The School Improvement Advisory Committee members will be presented at a later date.)

  27. Approved casting a ballot for Paul Brooks for the Mississippi Bend Area Education Agency Board of Directors for District No. 8.

  28. Awarded contract to Frye Construction for the MHS Storm Shelter Project in the amount of $1,702,400 which includes Alternates 1, 2, 3, 5.

  29. Board Policy 203.9 Conflict of Interest was discussed.

  30. September Financials were presented for board review.
