In World War II we were supposed to not talk about any actions that were going on in the United States in case a Japanese spy heard and reported back. The government was afraid of their secrets getting out.
The Propaganda
All this propaganda is supposed to advertise to Americans telling them to not talk. The US government was fearful of the opposing countries finding out information that could greatly damage the country. In order to tell this to the Americans without causing an uproar because of a violation of rights they decided to tell them in an impersonal way, through advertisements.
