Here is a preview of one of the discussions that will take place at the February 26, 2020 - Template Update Session #034131 - preparing for 20-21:
M & O Tax Rates will be set by TEA and sent to you in the summer of 2020. They will use the April Preliminary Values from your CAD as a basis to determine what has happened to your values - gone up or down. The percentage increase or decrease in individual district’s property values will impact the M & O tax rate. A sneak preview of what that looks like is described in the table below.

On March 3, there will be a meeting for GT Coordinators/Leaders regarding the new State Plan. During this session, participants will review the new State Plan for the Education of Gifted Students and begin working on a district plan to meet the new state requirements. Participants should bring a copy of their district's current GT policy, any questions or concerns about their gifted program, and any other relevant documents.

Data Services
The next couple of months will find us submitting data to TEA in 3 new TSDS data submissions. With numerous last minute changes to file specifications made by TEA in the fall, LEAs, ESCs, and software vendors have been scurrying to meet changing deadlines and requirements. Software vendors are nearing completion of the programs needed for these new TSDS submissions, and soon we will be undertaking the TSDS data submission process for 3 brand new sets of data.
February TSDS activities:
RFTracker - Software vendors (including TxEIS) are finalizing programs that will be used to create TSDS submission files. There have been delays because of TEA changing data reporting requirements. Special Education Directors are gathering RFTracker data in a spreadsheet provided by TEA’s special education team. As soon as software developers have created programs needed to create summer PEIMS TSDS files, LEAs will be able submit and validate RFTracker data files in TSDS. Training will be provided as soon as programs are ready in late February.
SPP 14 - TEA has extended the SPPI14 submission deadline to March 5th. Software vendors are writing programs needed for SPPI14 data submissions. Training of LEA Special Education Directors and TSDS Coordinators will be provided as soon as programs are released in late February.
March TSDS activities:
TSDS Class Roster data submission is due to TEA on March 19th.
Software vendors are writing programs that will create Class Roster data files. Training will be provided when programs are ready in early March.

Perkins V State Plan
The Texas Education Agency (TEA) requests public comment on the state plan for the Strengthening Career and Technical Education for the 21st Century Act, also referred to as Perkins V.
On July 31, 2018, the president signed the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) into Law. Perkins V includes key changes that will impact the implementation of CTE programs, such as an added emphasis on programs of study, the addition of a Comprehensive Local Needs Assessment, and the introduction of new program quality indicators. The Texas Perkins V four-year state plan, covering all of the requirements of the Act, will be submitted to the US Department of Education upon approval by the Governor and State Board of Education in spring 2020.
Stakeholders are encouraged to review the state plan and provide comments. The TEA has developed an electronic form to help stakeholders submit public comment. The public comment period will close on March 17, 2020.
