The purpose of the following meetings is for Jan to check-in with District Reps on the status of consultation with private schools and to address any questions or issues that have come up. District Reps may schedule an individual check in with Jan, as their schedules permit.

Joint Consultation, Planning, & Technical Assistance Sessions, 2020-21
Opportunity for district and private school leaders to engage in consultation and plan services for 2020-21. Each session will begin with an optional Q and A period. Technical assistance, resources, and assistance will be provided, as needed.

What are Equitable Services?
The Elementary and Secondary Education Act (ESEA) of 1965 was enacted to ensure that all students have access to high quality education. While the funding for ESEA programs is allocated to public school districts, the law provides for the equitable participation of private school students, families, and educators in some of the major ESEA programs operated by local education agencies* (does not apply to public school academies). Such programs include Titles I, II, III and IV. For participating private schools, these services are designed through meaning consultation between public and private school leaders and are intended to benefit eligible private school students, families, and educators and not the participating private schools. The services and benefits provided by a district must be comparable ("equitable") to those provided to public school children, families, and educators, provided in a timely manner, and secular, neutral and non-ideological.
*Public School Academies (charter schools) are Exempt from Equitable Services Provisions.
Purpose of the Collaborative
To improve outcomes for Oakland County students by:
● Increasing student, family, and educator access to federal education programs and services;
● Streamlining communication and enhancing collaboration between public and private school leaders;
● Clarifying and enhancing required program planning and evaluation processes; and
● Minimizing/reducing the paperwork necessary to administer & deliver quality programs and services.
Background and Rationale
We piloted the idea of a "consortium'" with Title I-A only because it seemed to present the greatest challenges for both public and private school leaders. One reason is that students who reside in a Title I school attendance zones could be eligible for Title I-A services, even if they attend private schools located outside of the district. In addition, the requirements related to Title I-A programs seemed to be the most misunderstood. The result was that private schools often opted out of participating in Title I-A, making it likely that eligible students were going unserved. The intent of the Title I-A Consortium was to remove these barriers by clarifying the requirements for Title I-A and streamlining communication between public and private school leaders.
The following Oakland districts elected to participate in the Title I-A Consortium for 2019-20, along with nine private schools: Berkley, Clarenceville, Clarkston, Farmington, Ferndale, Hazel Park, Huron Valley, Lake Orion, Oak Park, Rochester, South Lyon, and West Bloomfield. The services provided to private school students, staff, and families through Titles II-A, III-A, IV-A, and IV-B were administered and operated by individual districts, as these services are provided only to private schools located within a district's boundaries.

WHAT IS THE PLAN FOR THE 2020-21 COLLABORATIVE? (Added 1/23/20)
Oakland Schools will also set up Google folders for private school leaders to submit the required documentation. Participating districts will be able to access their documentation in one place, eliminating the need for private school leaders to submit the same files to multiple districts. Districts and private schools can opt out of this component of the Collaborative, if they prefer to manage the documentation on their own.
We are using the term "collaborative" in our name in place of "consortium", as we recognize that a "consortium" in our context typically refers to a partnership among districts where funding is pooled. Districts that join the Oakland Equitable Services Collaborative are not expected or required to pool funding with other districts; therefore, the term "consortium" really does not fit. The intent of the Collaborative is to increase collaboration among districts and private schools to more efficiently and effectively administer and deliver services to eligible private school students, families and staff; hence, the name change for our 2020-21 group. (Note that districts may choose to form a consortium with other districts to further streamline program planning and service delivery. This option will be discussed at the informational meetings.)
