American Rescue Plan Act Update
Mr. Mizikar noted we had anticipated to receive $11.5 million from the ARPA, and we have received $2,016,000 of our allocation to date. We have been asking the State frequently about the funding we anticipate receiving. Unfortunately, the non-functioning county government funds have not been released to the Town at this point and we are unsure when that will occur. This has proved difficult with planning and preparing for the use of these funds, but we will be coming to the Board near the end of August with a preliminary plan. Mr. Mizikar noted that the town has been able to utilize the guidance issued by the federal government for a projection on the initial revenue loss. These funds can be used the most broadly. The Town has determined that the initial revenue loss through the period of December 30, 2020 to be $927,000; so almost 50% of the funds we do have on hand fall into this broader use category and that will be highlighted for the Board during their Planning and Prioritization process.

Simple Recycling Program Change
Effective August 2, 2021 Simple Recycling will now be conducting scheduled pickups. Residents will be required to schedule their pickups by either going online to www.simplerecycling.com OR they may go to their municipal website to schedule. The pickups will now be at the front door instead of the curb. The Pink bags will still be accepted but are not required. Residents must provide their clean and dry recyclable material in self provided bags or boxes. The Town will receive a $0.05 rebate for every completed scheduled collection and the service will continue to be at no cost to the Town. IMA Renewals
Intermunicipal Agreement of Animal Control/Animal Inspector Services; July 13th:
Mr. Samia explained that the Intermunicipal Agreement has been historically for a one-year term between Westborough, Grafton and Shrewsbury. This renewal would be for a six month period but that all other terms of the original agreement would remain in effect. Mr. Lebeaux inquired about the change from a one-year term to a six month term. Mr. Mizikar explained that Westborough and Grafton wish to revise the terms for a longer term agreement. Mr. Mizikar explained that a longer term agreement will be presented before the Board prior to January 1, 2022.
Intermunicipal agreement with Westborough for Inspection Services; July 27th:
August Road Closure: School Street
School Street will be closed for 6-weeks starting in mid-August from 7:00 am to 4:30 pm, Monday to Friday. As part of the FY2021 water main improvements, the DPW is planning to replace the existing water main in School Street from Main Street to Spring Street. As School Street is narrow, it was decided it would be safer to close the street during the installation of the water main. DPW will be coordinating with Police and Fire Departments and the School and Waste
Management to coordinate access during this time. There will also be public outreach to the residents on School Street as well to make them aware of the closure.
