Legislative Meeting Briefs - January 2019

President's Welcome

Dr. Art Levinowitz called the meeting to order and asked our principals to lead us in the Pledge of Allegiance. His opening remarks included celebrating our staff years of service honorees, the pending approval of a contract with the Upper Dublin Education Association (UDEA), and a brief overview of the fair funding resolution that urges legislators to devote appropriate funding to Pennsylvania Public Schools.


Student Government Association Report

Daniel Caplan, our student Board Representative, provided a report on behalf of the Upper Dublin High School student body. Please take a few moments to read Daniel's report!

Superintendent's Report

Dr. Yanni presented his monthly Superintendent's Report. In addition to his report that you can read at this link, Dr. Yanni also discussed the school calendar. A few changes were made prior to the Legislative meeting. Those changes include:

  • November 5, 2019 will be a student day.
  • December 23, 2019 will be a day off for staff and students.
  • June 16, 2020 will be a professional development day.

UDEA Contract Presentation

Brenda Jones Bray (Chief Financial Officer) and Thomas Sigafoos (Director of Human Resources) presented information on the contract terms reached between the Upper Dublin Education Association, the union representing our teachers and other professional staff members, and our Board of School Directors. Budget Presentation - A Look at Revenue

Brenda Jones Bray (Chief Financial Officer) provided information about the revenue included in the 2019-2020 budget. Revenue sources include local taxes as well as state and federal funding. The revenue presentation can be accessed on the District website or by clicking on this link.

Education Committee - Curriculum, Technology & Pupil Services

The Board approved the following items:
  • Student activities/trips
  • Professional conferences
  • Infinite Campus Proposal - Infinite Campus will replace eSchool as our student information system starting in 2019-2020
  • Frontline Education Service Agreement - A system for writing Individualized Education Plans (IEPs)
  • Speech and Occupational Therapy Services - A contract to cover services for the remainder of the year

Operations Committee

The Board approved the following items:
  • Hazardous Materials Investigation - Work to be performed at the current SRMS
  • Roadway Design Services - Plans for roadwork required by the Township due to the construction of the new SRMS
  • FWES window replacement bids
  • Purchase of vans

Finance Committee

The Board approved the following items:

  • Eastern Center for Arts & Technology Budget for 2019-2020 - All Districts who send students to Eastern are required to approve their budget
  • Repository sale
  • IRS Mileage Rate for 2019
  • Transfers - Several transfers were approved including transfers from the General Fund to the Capital Projects Fund and to the Debt Service Fund.
  • Budgetary transfers for the General Fund for fiscal year 2017-2018
  • Audit report for 2017-2018
  • Reimbursement of the Capital Project Fund - Bond funds for SRMS will reimburse the money used to date to pay for services
  • Fair funding resolution - A resolution urging lawmakers to fund public education appropriately

The Board also approved the following routine matters:

  • Treasurer's report
  • Payments

Personnel Committee

The Board approved the following items:
  • Collective Bargaining Agreement (contract) between the Board and the Upper Dublin Education Association
  • Labor negotiations services (as needed)
  • NovaCare Rehabilitation contract for athletic training services
  • Personnel report - Personnel reports contain appointments, resignations, leaves of absence, change of status, student teacher participation, and extra-curricular items

Policy Committee

The Board approved the second reading and adoption of the following:

  • Local Board Procedure 006 Meetings
  • Policy 324 Personnel Files and accompanying Administrative Regulation
  • Policy 330 Overtime and accompanying Administrative Regulation

The Board also approved a first reading of the following:

  • Policy 314 - Medical Examinations
  • Policy 331 - Expense Reimbursement
  • Policy 342 - Jury Duty
  • Policy 352 - Recognition for Accomplishments
  • Policy 353 - Required Certifications (Clearances)
  • Policy 356 - Outside Employment and Outside Business Interests
  • Local Board Procedure 007 - Conflict of Interest - Board Members and Organization
  • Local Board Procedure 004 - Membership, Orientation, and Conferences

The Board approved a first reading repeal of the following policies (as they have been consolidated into 300 policies):

  • Policies 414/514 - Medical Examinations
  • Policies 431/531 - Expense Reimbursement
  • Policies 424/524 - Personnel Files
  • Policies 430/530 - Overtime
  • Policies 442/542 - Jury Duty
  • Policies 452/552 - Recognition for Accomplishments
  • Policies 453/553 - Required Certifications (Clearances)

School Calendar 2019-2020

The Board also approved the school calendar for 2019-2020. The calendar can be accessed by clicking on this link. Please note that November 5th will be a student day, December 23rd will be a day off for students and staff, and June 16th will be professional development day. Additionally, all holidays will be added as a supplement to our calendar as part of our Excellence and Equity work.

Liaison Committee Reports

The following liaison committee reports were shared: Montgomery County Intermediate Unit, Montgomery County Legislative Committee, Eastern Center for Arts & Technology, UD Excellence & Equity Consortium, Educational Advisory Committee, Pennsylvania School Boards Association, PTO/PTA, Township, and Upper Dublin Education Foundation.

Solicitor's Report

Mr. Diasio announced two executive sessions of the Board on January 14, 2019 and January 28, 2019 to discuss personnel matters. Additionally, he reported that the PA Department of Labor and Industry announced new bid thresholds for procurement and will provide updates for our District policy as necessary.
